Is this option available in either the Maxwell camera or C4D...or Rhino?

I know this can be done with postwork in PS...in which case I would need to allow a bit more image to compensate for the cropping.

Use the Shift Lens feature, just make sure the camera and camera target are at the same height to get a 2 point perspective, then shift the image up/down using the Y value of the Shift Lens.

you don't have to use a target cam -
just make sure the cam's p-axis is set to 0°
